If they are motorized vehicles, they should be subject to licensing, registration, inspection and operators should also be properly licensed, insured and registered. If they are used at night (which is not a good idea), they should have appropriate safety lighting.

We were just discussing if these rascals had the same rights as bicyclists. Hmmm.
We do think they need orange triangles...and maybe some sweet orange headbands, too.
